President Donald Trump may make some big policy announcements in his second State of the Union address on Tuesday night, in addition to using the speech to call for what he says is unity in Washington and the nation.
There are at least five areas in which Trump could break new ground when he gives his address, the first being whether he’ll declare a national emergency to build his proposed border wall if Congress can’t agree to fund it. He’s been coy on that subject leading up to the speech, telling reporters last week: “You’ll hear the State of the Union and then you’ll see what happens right after the State of the Union.”

And if Trump doesn’t announce it before heading to the chamber of the House of Representatives to deliver his address, he may use the event to unveil where and when he’ll meet North Korea’s leader Kim Jong Un for their second summit.
“I won’t tell you yet, but you’ll be finding out probably State of the Union or shortly before,” Trump said in an interview on CBS’ “Face the Nation” that aired Sunday.
As the speech draws nearer, Politico reports the president will use it to promise an end to the HIV epidemic in the U.S. The report said Trump’s plans for the address remain fluid, but said under the president’s 10-year strategy, health officials would target American communities with the most HIV infections and work to reduce transmissions by 2030. Trump also plans to address lowering prescription drug costs.

To be sure, pledges made in the State of the Union don’t always pan out. That’s been the case with the fourth area to watch, namely infrastructure. In last year’s speech, Trump called on lawmakers to come up with a bill that generated at least $1.5 trillion for new roads, bridges and highways. But Congress has passed no such bill.
Trump will revisit infrastructure this year, a senior administration official told reporters on Friday, asking Congress to produce a package that “delivers substantial investments in vital infrastructure projects.”
As he did with infrastructure, Trump used last year’s State of the Union address to lay down a marker on trade. “We will work to fix bad trade deals and negotiate new ones,” he said. As Trump prepares to give this year’s speech, his administration is threatening to increase tariffs to 25% from 10% on $200 billion worth of Chinese goods in early March if there’s no agreement with Beijing.
But Trump has expressed optimism about striking a deal with China, and said on Friday that a meeting with President Xi Jinping would probably be announced this week. He’s likely to at least characterize progress with China during the speech on Tuesday.
